When complete, the Richards Boulevard Office Complex (RBOC)—the new, 5,000-person government building—will hasten the repositioning of Sacramento’s River District. As the most dominant feature in the District’s urban-scape, how the complex lays on the ground and responds to the existing urban fabric are paramount. RELM conceived a seasonally-vibrant landscape that elicits its central design strategies from the collision of River, and City. The overlay of orthogonal urban grids with sinuous river vernacular renders an architecture that is civic in scale while celebrates the pedestrian and riparian ecology of the River District. Both systems, built and natural, create a porous ground plane that is occupiable, flexible, historical, and seasonal. Employees and visitors alike arrive, circulate, and find their destinations with a sense of ease, beauty, and comfort. The perimeter is softened with oaks and plane trees while a human-scaled podium creates a welcoming environment within the complex and a lush, riparian landscape.
